Job Description

JOB SUMMARY
 
SEEL seeks a well-organized, detail-oriented, quick-thinking Data Specialist to ensure process optimization, data entry accuracy, and integrity as well as to assist in the management and development of the database system.  The data specialist will develop a thorough understanding of the present system and be able to extract the necessary data to answer questions about the program as they arise.   The data specialist will play a critical role in identifying opportunities for improving service delivery and operational efficiencies.
 
DUTIES AND RESPONSIBILITIES
 
  • Validate existing system data.
  • Identify validation rules and business process opportunities to improve accurate data entry.
  • Prepare regular reports as well as ad-hoc queries, often in real-time
  • Work with the Data Manager and operational teams to optimize processes, identify waste, and document opportunities for system improvement.
  • Implement and validate improvements to the system
  • Assist management staff with administrative tasks as required
  • Creating visual, analytical presentations and participate in demo’s
  • Assist with data gathering, data analysis, and data scrubbing tasks
  • Assist with system requirements gathering and test plan creation
  • Perform system testing of new releases and provide detailed test results for feedback to the developer
  •  Assist with the creation of standard operating procedures (SOPs) and the documentation of processes
  •  Provide data support and technical assistance to Operations staff as needed.
  • Perform other work-related duties as assigned
 
QUALIFICATIONS
 
  • Bachelors' degree or equivalent education and work experience
  • Proven successful track record in data analysis/data integrity/data management
  • Knowledge of energy efficiency beneficial but can be learned on the job
  • High level of experience with Microsoft Excel and Microsoft Word, along with a solid working understanding of charts and pivot tables
  • Experience with creating charts and graphs for tracking program metrics
  • Ability to identify and track trends
  • Familiar with creating and running macros along with using various data functions and advanced sorting within Excel
  • Database experience (SQL, MS Access, etc.)
  • Ability to perform database queries and to create reports
  • Familiar with data file formats such as CSV, XML, tab delimited, fixed width fields, etc
  • Familiar with file transfer protocols such as FTP, SFTP, HTTPS, SOAP, SCP
  • Strong analytical problem-solving skills, along with the abilities to develop, evaluate and implement business rules
  • Effective Oral, written and interpersonal communication skills
  • Ability to work in a fast-paced environment, meeting deadlines with minimal supervision
 
 
 
 
 
SUPERVISION
Position reports to the Data Manager. 
 
MINIMUM REQUIREMENTS
  1. Associates Degree.
  2. High level of experience with Microsoft Excel.
  3. Database experience.  
  4. Strong problem-solving skills; able to develop and evaluate options and implement.
  5. Effective oral, written, and interpersonal communications skills.
  6. Able to work in very fast-paced environment and hold to deadlines with minimal supervision.
  7. Ability to performs data quality assessments on proposed data feeds or on existing repositories utilizing manual query methods, visual observation, and/or data profiling tools
 
PREFERRED QUALIFICATIONS
  1. Bachelors' degree or equivalent education and work experience.
  2. Proven successful track record in data analysis/data integrity/data management.
  3. Knowledge of energy efficiency beneficial but can be learned on the job.
